NCL two posters obtain the First and Second prize at the 2015 PNC Poster Exhibition

This year, NCL two posters entitled: "TCI: Towards a rigorous citation index" and "Walking in the Cloud: Value-added digital archive for reading promotion", were selected for the 2015 Pacific Neighborhood Consortium (PNC) Poster Exhibition. On September 27-29, Director General Shu Hsien Tseng led two colleagues to display them at the University of Macau. On the last day of the annual meeting, at the closing and awarding ceremony, the poster: "TCI: Towards a rigorous citation index" won the first prize; the poster: "Walking in the Cloud: Value-added digital archive for reading promotion” received the second prize.

Taiwan Citation Index - Humanities and Social Sciences (TCI) Initiative is a collaborative project of the National Central Library, the Department of Humanities and Social Sciences, Ministry of Science and Technology (DHSS, MOST), and the Science and Technology Policy Research and Information Center (STPI). Citation indexes to scholarly works not only demonstrate the characteristics of literature use in the humanities and social sciences domain, but also establish perspectives rooted in Taiwan’s local academic context and Chinese literature.

Building a citation database like the Taiwan Citations Index is very different from conventional bibliographic databases. When building citation indexes, citation entries are found duplicated and variant by nature at the time of data entry. Previous research showed that the earlier years of ISI citation databases still have many unresolved errors and variations. Although Scopus claims better consistency than WoS, researchers also found incomplete editing of overlapping sources for the article references. It is unclear whether they utilize tools to automatically recognize citations or process duplicates. However, it is essential to find a rigorous method to digest the large amount duplicate into a day-to-day process, as well as an effective way to apply the standard record in place of variant citations for the betterment of citation quality.

For accuracy purpose, the TCI team adopted the idea of checking references against the original sources to develop the Search-Apply-Merge module. Consequently, in the TCI system, source records may be used as the benchmark record for citations. This method not only de-duplicates but also improves the accuracy of resulting citation entries. This paper describes the design concept and functions to digest duplicates and obtain better quality on-the-fly for data entry.

In recent years, the National Central Library has been making effort to actively promote its digital services to its readers and the general public. In drawing on achievements and abundant experience in e-resource services, the NCL has taken steps to increase its digital content, in both quality and quantity, and to further improve its e-resource services. Developments in mobile technology and cloud computing are bases on which e-learning can be further promoted and digital culture and creativity can continue develop. This plan includes the following three projects: 1) The Promotion of the NCL’s Digital Archives Project, 2) The Innovative Introduction of e-Resources on Ancient Chinese Rare books Project, 3) The NCL Book Mall on the Cloud - e-Book ATM Project.

The 8 courses of Promotion of the NCL’s Digital Archives Project builds on the abundance digital content (journal, thesis, government information and Taiwan Memory) produced over the years and NCL’s extensive experience in digital resource services to its patrons and scholars. The Innovative Introduction of e-Resources on Ancient Chinese Rare books Project uses interactive web content and innovative teaching styles to make ancient works come to life in the classroom. In addition, NCL also has displayed the results of its digitization efforts for ancient Chinese rare books and transformed into multimedia interactive presentation.

The NCL Book Mall on the Cloud—E-book ATM Project is designed to create an ebook cloud repository by digitizing all books in NCL’s holdings that are in the public domain and combining those with legal deposited e-books with sufficient access rights. The books can then be accessed via an “e-Book ATM” app using QR code and wireless technology.

Related courses and E-book ATM already available on the NCL’s website (http://ereading.ncl.edu.tw) and Education Cloud (http://cloud.edu.tw) and other digital resource platforms to increase public access.
