The National Central Library honorably obtained the Fifth Government Service Quality Award from the Executive Yuan

The Research, Development and Evaluation Commission, Executive Yuan (RDEC) publicly announced the results of the Fifth Government Service Quality Award in the morning of June 3, 2013. The NCL obtained the Service Quality Award for frontline service institutions. Together with twenty other institutions, the awarding ceremony will take place on the 19th of June 2013. Since 2011, the 100th year of the ROC, the NCL proposed six main visions: implementation of excellence, professionalism, digitization, internationalization, diversification and personalized management concept promotion and implementation of strategic planning and other specific programs. These repeatedly received the praise and gratefulness of persons served locally as well as those outside of the country. Specific services achieved by the NCL include the following: 1. Books and periodicals readers increased from 110,000 annually to 160,000, an increase of 46%. 2. More than 350,000 volumes of publications exchange or book donation annually with 86 countries and with more than 610 libraries. There are also formal book donation of more than 3,000 volumes to 15 academic and research institutions. 3. Establishment of formal cooperation and development agreement annually with 15 National Libraries and Academic Institutions. 4. In coordination with government cultural diplomacy policy, endeavored to promote the establishment of Taiwan Academies. NCL was responsible to establish the “Resource Points” in New York, Houston, and Los Angeles. “Taiwan Chinese Studies Resource Center” was established in The University of Texas at Austin, and Institute of Oriental Studies of the Russian Academy of Sciences, respectively. 5. A yearly average of more than 12 sessions of international conferences and Chinese Studies Lectures that helped Taiwan become world Sinology center. 6. Participated in international world cultural heritage plan; provided 41 kinds of precious digitized data. 7. Operated and maintained National Digital Library of Theses and Dissertations in Taiwan, Index to Taiwan Periodical Literature System, National Bibliographic Information Network, Chinese Rare Book Catalog and other systems. NCL completed a variety of data types and value-added digitization application. More than four hundred fifty million persons use these systems annually. 8. Combined 600 cultural and educational institutions and government units to promote 400 sessions of reading literacy activities. This attracted 200,000 of the populace to participate enthusiastically which enabled them to cultivate the habit of reading in their daily lives. Moreover, the NCL consistently and tirelessly find new ways of service possibilities. During these two years, the services and innovations that received notable public recognition appreciation and importance are: 1. Lowering of library admission to age 16 and extending library hours. 2. Promoting national reading and lifelong learning; creating new brands of reading activities. 3. Establishing “CMARC3 to “MARC21” conversion system and “MARC 21 Phonetic Conversion Applications System” and making them accessible and applicable. The NCL upholds “Readers ’First” “Optimal Service” as core values to create a professional, friendly, efficient service-oriented environment. It actively uses digital and internet tools for academic research to improve the literary quality of the people. For this reason, it has received approval and in its many accomplishments. Besides obtaining Social Education Public Service Award from the Ministry of Education and the Government Service Award, the NCL was recommended again to participate in RDEC Award activity. Through the evaluation of the RDEC committee, they observed and confirmed three dimensions in the whole framework and environment of NCL which are worthy of recognition: “High Quality Service for People’s Convenience”, ”Information Circulation Service”, and ”Innovative Added Value Service”. These direct observations and verifications of the Evaluation Team confirmed and qualified the NCL to receive the 5th RDEC Government Service Quality Award. We will continue to strive in bringing about scholarly professionalism and dedicated services, to enhance the power of national well-being, cultural force, reading power, innovative capabilities, nearness, professionalism, knowledge power and competiveness as shown in photos 1 to 8. We are confident to become a top global national library
