Director-general Tseng led the NCL staff in pushing forward with digital theses and dissertations, the result of which has gained the attention of the Networked Digital Library of Theses and Dissertations (NDLTD). Consequently, Director-general Tseng was awarded the ETD Leadership Award on June 11 at the 19th International Symposium on Electronic Theses and Dissertations in France. Her acceptance speech was delivered by a pre-recorded video address.
NCL is the primary repository for theses and dissertations in Taiwan. Beginning in 2010, it began advocating for the open-access, sharing, and utilization of digital theses and dissertations. At the same time, it augmented its local and international promotional services. Over the years, NCL has proactively created new systems and promoted ETD through a variety of events. For example, starting in 2009, NCL brought together the top universities in Taiwan to hold an Intercollegiate Outstanding Dissertations and Theses Authorization and Presentation Meeting. In 2015, NCL hosted the Exhibition of Unique Theses and Dissertations and invited 142 universities throughout the island to join in forming the National Consortium of Cloud Databases for Taiwan Dissertations and Theses; in 2016 it held a news conference on the most influential academic resources in Taiwan, with a strong push toward normalizing the concept of open access; lastly NCL joined NDLTD in 2010 and in so doing successfully internationalized its database of theses and dissertations.
