To facilitate the study of information theory and applied technology, the National Central Library applied to the Executive Yuan in 1984 to ratify the establishment of an information library at the Taipei Science and Technology Building. The Library was opened to the public in September 1988.
The Information and Computing Library (ICL) is a special research library. Its purpose is to answer the needs to pursue further studies and research on information science. The basis for research are the National Central Library information and computer science and technology collections, the computer and information industries and other related information materials. The ICL is responsible for collecting and expanding the contents and variety of these materials in order to offer quality information services to the public.
ICL services are open to government organizations, research institutes, information educational institutions, information industries, and the public.
The ICL provides a quiet and comfortable reading room. Readers are most welcome to make use of its facilities for reading and research purposes.
Holder of National Central Library card
Readers may use their ID card or any personal identification document to get a visitor's card at the service counter of the first floor. The visitor's card as well as a library card from the NCL may be used to enter the library. Readers are requested to abide by the rules and regulations of the library.
The library uses an open-stacks system. Readers may freely take any book from the shelf but may read them only inside the library.
2.Information Retrieval Service:
In the reading room the computers are available for readers to conduct online information retrieval and NCL web-based resources searching. Any database developed or purchased by the National Central Library are directly accessible.
3.Reference and Information Service:

Without infringing copyright laws, readers may avail of the photocopiers to facilitate researches.
All photocopying should be terminated 10 minutes before the closure of the library.
