Dr. Sergei Tribunskii (Director of Association of higher education institutions of Samara region), Prof. Sergey Semenov (the first vice-rector of Moscow city University（Samara Branch）), and Prof. Elchin Gashimov (vice-rector of Moscow city University（Samara Branch）), accompanied by Prof. Li, Hsi-mei (Dean of College of Foreign Languages, Chinese Culture University), pay a visit to the National Central Library, accept books donation, visit rare books room as well as other service facilities on May 31, 2016.

The National Central Library has had intensive academic interactions with Russia for a long time. Most of NCL's over 5,000 Russian books collection came from international publications exchange institutions in Russia. The NCL also signs cooperation agreements with various institutes, including Russian State Library, Russian State Children's Library, Institute of Oriental Studies of the Russian Academy of Sciences, National Library of Russia,etc. The cooperation covers exchange of publications and experts, as well as digitization of rare books. The first "Taiwan Resource Center for Chinese Studies" has been established at the Institute of Oriental Studies of the Russian Academy of Sciences in 2012. In particular, Director-General Tseng also led a delegation to visit 12 important libraries and academic institutes in 2011. There have been about 30 Russian scholars conducting Chinese studies in Taiwan via "Research Grant for Foreign Scholars in Chinese Studies" and "MOFA Taiwan Fellowship", since 1993.

Moscow City University and Chinese Culture University have cooperated to set up "Orient Cultural and Educational Center at the Samara Branch of Moscow City University", aiming to promote Chinese language teaching and cultural exchange between Taiwan and Russia. The NCL is delighted to offer related materials of 12 titles 48 volumes to assist the teaching at the Center.
